The Village of Skokie, IL is currently seeking qualified candidates for the position of full time Accounting Clerk in the Water Billing division of our busy and dynamic Finance Dept. Under direct supervision of the Revenue Manager, this position is responsible for performing various data entry and customer service functions for the Water Billing division, including cash receipt entry, issuing invoices, meter read uploads, work orders, answering account and billing questions, etc.; Creates, maintains, and schedules work order appointments for various utility functions including but not limited to water meter reads, water meter replacements, shutoff valve replacements, and leak detections; May be required to assist other Finance divisions with cash receipting, deposit creation/reconciliation, front counter staffing, switchboard functions, in person or telephone customer service, etc.; Performs other work-related duties, as assigned.

High school diploma or equivalent required; Minimum of two years’ experience in office environment, preferably in finance and/or utility billing; Previous accounting/clerical experience preferred, with a good understanding of accounting principles and accounts receivable concepts, especially with utility billing; Will consider any combination of education and experience, as outlined above; Must possess excellent interpersonal skills and be able to communicate effectively, both verbally and in writing; Attention to detail is critical; Must be able to maintain strict confidentiality; Must be able to read and write English, bi-lingual skills helpful; Must exercise good judgement in all matters; Must be familiar with Microsoft Office Suite applications; Experience with BS&A municipal software a plus; Must be able to safely operate various office and computer equipment; Must follow all safety rules and regulations of the Village.

The hourly pay range for this position is $26.86 - $35.14. The starting pay range is $26.86 - $29.61, depending on qualifications. The Village of Skokie, IL is currently seeking qualified candidates for the position of full time Commercial / Civil Plan Reviewer. As a valued member of the Community Development team, you will play a key role in ensuring the safety, code compliance, and quality of commercial and civil construction projects in the Village by reviewing architectural, structural, and civil engineering plans and specifications for adherence to applicable building codes (IBC, IECC, IFC, etc.), zoning ordinances, engineering standards, and environmental regulations. Under general supervision, this role also provides professional, customer-focused support to developers, contractors, and the public, collaborates with internal departments and promotes sustainable building practices to support the Village’s long-term environmental and development goals; Conducts the plan review and inspections of site improvements for private development and work in the right-of-way in conjunction with planning, zoning, building and engineering processes, coordinates plan review processes with internal departments (e.g., Engineering, Fire, Planning, and Public Works) and provides clear written and verbal feedback to applicants, design professionals, and contractors regarding code compliance, deficiencies, and necessary revisions. Performs other work-related duties as assigned.

Valid Driver’s License; Minimum 5 years of experience in plan review, building inspection, or related field; Bachelor's degree in Architecture, Civil Engineering, Construction Management, or a related field, preferred; Current ICC Certified Plans Examiner or Building Plans Examiner; Familiarity with civil/site plan elements including grading, stormwater management, utilities, energy codes/sustainability and ADA accessibility; Strong communication skills and attention to detail; Ability to interpret and apply complex codes and regulations; International Building Code (IBC) and International Residential Code (IRC) building inspector certifications or the ability to obtain ICC Certifications within 18 months of employment; Working knowledge of the International Mechanical Code (IMC), International Plumbing Code (IPC), and other ICC codes; Engineer-in-Training (EIT) or Professional Engineer (PE) license; Proficiency with permitting and plan review software (e.g., BS&A, Bluebeam); Complete continuing education courses to maintain certifications. As a key member of the Human Resources team, the Senior HR Generalist performs a wide range of professional duties, including but not limited to reviewing, tracking, and documenting compliance with mandatory and non-mandatory training, continuing education, and work assessments. This executive-level position serves as the Chief Legal Advisor to the Mayor, Village Board of Trustees, Village Manager, and senior staff, and reports directly to the Mayor and Board of Trustees. The Corporation Counsel leads the Village’s Legal Department and is responsible for providing strategic, high-level legal counsel to ensure compliance, protect the Village’s interests, and support policy initiatives.

With a team of three attorneys along with an administrative staff of two, the Corporation Counsel has overall responsibility for directing and coordinating all legal activities of the Village. This includes supervising litigation, interpreting laws and regulations, advising elected officials and department heads, and ensuring legal compliance across all municipal functions. The Corporation Counsel proactively identifies legal risks and works to develop practical, legally sound solutions in a dynamic municipal environment.

Essential Duties and Responsibilities:

Serves as the principal legal advisor to the Mayor, Village Board, Village Manager, and department heads; Manage, direct, and supervise the Village's Legal Department, including personnel oversight and case assignments; Draft and review ordinances, resolutions, Village codes, administrative policies, and intergovernmental agreements; Negotiate, draft, and review complex contracts, including real estate transactions, development agreements, and service contracts; Represent the Village in civil litigation, administrative hearings, and other legal proceedings, or oversee outside counsel; Advise on land use and zoning matters, public safety issues, economic development projects, labor and employment matters, and ethics regulations; Provide legal training and updates to elected officials, boards, and commissions.

Minimum Qualifications:

Juris Doctorate (J.D.) from an accredited law school; Active license to practice law in the State of Illinois and admission to the Illinois Bar with admission to the Federal Trial Bar preferred; minimum 10 years of progressively responsible legal experience in local government law, with at least 5 years in a managerial, supervisory, or general counsel role; In-depth knowledge of municipal law, including but not limited to land use, employment law, contracts, constitutional law, and litigation
